·        DGIS/1979-86: Appointed as the team leader/project coordinator in a technical cooperation project between the Netherlands and Pakistan, Departments of Labour and Planning and Pakistan Institute of Development Economics. Research areas are employment, income and basic needs. Research team: 5 economists and 12 statistical analysts. Duration: 1979 - 1986).

·        World Bank/1980: Member of advisory economic mission to South Korea on foreign trade appraisal and prospects.

·        DGIS/1984: Principal Advisor on Labour Force Survey Banda Aceh, Indonesia.

·        United Nations/1980-86: Special Advisor to UN Division of Perspective Projections, New York, Nations, on linking population variables and income distribution to UN interindustry models.

·        World Bank/1980-83: Coordinator of World Bank Expert Group on evaluation of manpower training programs.

·        World Bank/1981-89: Principal Advisor to Government of Indonesia for preparing Technical Work Plan and provide assistance to Indonesian Steering Committee on Fifth and Sixth Development Plan, World Bank, 1981 ‑ 1986 and 1987 - 1989.

·        European Commission/1982-83: Principal Advisor to Government of Kenya for formulating Manpower Plan for Kenya, funded by EC.

·        World Bank/1982-83: Senior Advisor to Government of Malaysia on Industrial Training, sponsored by the World Bank.

·        DGIS/1986-91: Coordinator of technical cooperation between Netherlands and Pakistan on Accounting and Modelling, Pakistan Institute of Development Economics, in cooperation with ISS.

·        DGIS/1987-88: Advisor to Planning Division, Government of Pakistan, Head of Mission of four advisors on assessments of agricultural land use and energy conservation policies.

·        DGIS/1988-94: Coordinator of several technical assistance research projects on human resources, assisting the Ministry of Manpower and Overseas Pakistanis with an improved institutional set-up for labour and employment policies.

·        DGIS/1991-94: Coordinator for the Strengthening of Planning & Development Department, Pakistan. Research areas: natural resource and regional development.  Tools: sector plans and project analysis.  Research team: 6 professionals plus local.

·        Setting up and leading the implementation of EU-ACE project on Economics of Restructuring in Eastern Europe, 1989-1994.

·        DGIS/1995-98: Academic Co-ordinator and Head of Team of 12 Dutch professors working on the development and implementation missions of a Master's Degree programme in economic policy and management for high-level policy-makers in Ethiopia. Venue of missions is the Prime Minister Office..

·        EU-TACIS/1993-98: Director of two extensive EU Technical Assistance Projects: Strengthening Higher School of Economics, Moscow, and Economics Teaching in Russian Federation. Activities under the project include teacher retraining, curriculum development, textbook preparation, linking regional and central faculties of economics, and joint research on the Russian economy.  Team of EU and Russian consultants counts more than 60 professionals.

·        United Arab Emirates /2000-2: Senior Advisor to the Ministry of Labour & Social Affairs, UAE, on emiratization issues.  Prepared several reports on employment balances in the private sector; employment policy; and productivity centres.

·        Netherlands Antilles /2001: Senior Advisor to Ministry of Education for evaluating and redesigning five year programme of educational and vocational development.

·        Egypt/2002: Visiting professor to Institute of National Planning, and Advisor to the Supreme Council for Human Resource Development on implementation of EU and WB projects on HRD.(EU)/2002.

·        Czechs Republic/2002: Senior Advisor to the Ministries of Finance, Industry and Trade, and Labour and Social Relations on institutional framework for economic modelling and policy making.

·        Team leader for evaluation of the World Bank-Netherlands Partnership Programme. (BNPP)/2002-3.

·        Team leader Multi-Donor Budget Support for Structural Adjustment in Ghana. (EU donors consortium)/2003.

·        Ukraine/2004-5. Development of Education on the Local Level/ Technical assistance sponsored by MATRA program (The Netherlands).

·        Ethiopia/2007-8. Long Range Perspectives for the Education Sector. UNDP assignment.

·        United Arab Emirates/2011: Principal advisor to the Ministry of Labour & Social Affairs, on application of ILO key Indicators of the labour market to UAE.

·        Head or member of various other short term consultancy missions (including Bangladesh, Cameroon, China, Egypt, India, Morocco, Sri Lanka, Zimbabwe, Bulgaria,  Russia) on various economic development and transitional issues (including human resources, labour markets, industrial restructuring, economic planning, project appraisal, development finance, national accounts, and linking interregional models).
